During the government of General Eurico Gaspar Dutra, a Mixed Technical Commission was created in 1948 with the objective of promoting Brazilian economic development linked to capital and interests North Americans. This commission, headed by the Brazilian economist Otávio Gouveia de Bulhões and the North American John Abbink, produced in 1949 a document known as the Abbink report. According to the principles of liberalism, the report said that national economic growth should take place through the dynamization of private initiative, by containment of real estate speculation in the main urban centers and, above all, by the expansion and modernization of means of transport and production of energy.
