With this, it is defined that the portfolio will be able to meet all the financial commitments foreseen until the end of 2022. Among the commitments are money for scientific initiation grants, grants and programs aimed at university permanence, such as residency programs and student aid.
Therefore, the Coordination for the Improvement of Higher Education Personnel, Capes, and their respective beneficiaries should benefit from this measure. In addition, the National Institute of Educational Studies and Research Anísio Teixeira, Inep, as well as the National Education Development Fund, FNDE, should also benefit.
Precarious situation at universities
In recent years, Andifes has already been warning about the precarious state of federal universities due to the decrease in resources. Thus, the news of the blockades alerted the entire community to a possible closure of activities in large university centers that were no longer able to follow the activities.
Among the most affected institutions in Brazil is the Federal University of Rio de Janeiro, which was about to close its doors in 2022. Furthermore, the majority of students benefiting from student permanence programs found themselves unable to continue with food and other costs of university life.
