In a measure published in the Official Gazette (DOU), last Monday, 10, the Federal Government informed that it starts the debate on the “gender” and “social name” fields in the new RG (General Registry) document. The debates will be carried out by the Technical Working Group (GTT), composed of six members, with a period of two months to present new proposals.
Last year, the government of Jair Bolsonaro (PL) published the decree that makes it possible to implement the CIN (National Identity Card) as a substitute for the RG. In February 2022, the implementation of the new document foresees that the mentioned fields will be included.

Also in November 2022, the Federal Attorney for Citizens' Rights of the Federal Public Ministry (MPF) resorted to the technical note to question the fields presented by the Federal Government. The GTT, the group responsible for the debate, operates without remuneration to cooperate with the research.
The “social name” field, as expected, would be stamped after the citizen's registration name. According to the Federal Public Ministry (MPF), this would be a measure that could cause embarrassment and was against the measure, claiming that it is an unconstitutional statement.
Include the registration name before the social name would be a reason for “vexatious exposure and undeniable embarrassment”, said the MPF, which added that “the discrimination and questioning that exposes this portion of the population to various forms of violence, humiliation and degrading treatment violate the right to identity self-determination of these people,” said the note.
Regarding the “sex” field, the MPF triggers that identification is not required by law. “It is that the morphological characteristics are not decisive for the recognition of the identity of the individual, in a way that it is not up to the State, even indirectly, to establish self-identification”, stated the MPF, correcting the fields in the new RG.
