The institution was originally founded to manufacture vaccines and serums against the bubonic plague. Over the years, it became much more than it was initially and then came to be seen as one of the points that supported the development of the health public in Brazil.

the name is a homage to the bacteriologist Oswaldo Cruz, who oversaw a health reform in the country that caused the plague to bubonic fever and yellow fever were eradicated from Rio de Janeiro, soon after it spread to other places.
