Provisional Measure intends to include private school students in ProUni

Those students who attended high school in private schools and did not receive a scholarship will have the opportunity to be included in the list of recipients of the University for All Program (ProUni).

The provisional measure has already been approved in the Senate and the next step is the sabbath in Congress, which should be voted on by May 16th.

Previously, the Program only reached those students benefiting from full scholarships in private schools.

Some deputies have already positioned themselves in favor of the project and according to the deputy and project rapporteur, Átila Lira (PP-PI), the MP was built “due to the repercussions arising from the pandemic, which resulted in “the growth of idle vacancies in the most selective processes recent”.

Expanding access to higher education for those who received partial scholarships is the main objective of the MP.

The MP removes the obligation to present supporting documents of family income and the situation of PCDs, it is only necessary that such information be in the government databases.

The MP also edits the reservation of quotas for blacks, indigenous peoples and people with disabilities, if approved, the percentage in these cases will be considered separately and no longer within the broad vacancies competition.

Another change was the addition of a new subgroup, which are students from family and institutional care services.

The full scholarship points for those with monthly per capita family income of up to 1.5 minimum wages and partial scholarships for those earning up to 3 minimum wages remain the same.

Understand ProUni

ProUni is a program that provides students with opportunities to pursue higher education with full and partial scholarships at private colleges.

In exchange, the federal government offers exemption from some taxes, such as: Contribution to the Social Integration Program, Social Contribution for Social Security Financing, income tax and Social Contribution on Net Income (CSSL).

Scholarship discounts can be 50% or 100% and students are selected based on their National High School Examination (Enem) scores.

Minimum grade of 450 general points, not zeroing the essay and the income described above are the criteria for the student to be benefited.

When do the new rules go into effect?

If approved by Congress, they will take effect from July of this year and it foresees the following ranking order:

• Person with a disability when the reservation of vacancies per quota is less than an ongoing scholarship, shift, place of offer and institution;
• Public school teacher for undergraduate, higher normal and pedagogy courses regardless of income;
• Student who completed high school in a public school;
• Student who attended part of high school in a public school and part in a private school with full scholarship from the institution;
• Student who attended part of high school in a public school and part of it privately with a partial scholarship from the institution or without a scholarship;
• Student who completed high school in a private school with full scholarship from the institution;
• Student who completed high school at a private school with a partial scholarship from the institution or without a scholarship.

The MP also implements the inclusion of the penalty and suspension of the program for a period of three selection processes for those institutions that do not comply with the foreseen obligations.
