Through the Federal Government's new bill, a new minimum wage floor and ceiling was defined, including for retirees. The readjustment occurred due to the inflation index, which increased significantly in recent years. Basically, every year, the National Institute of Social Security (INSS} updates data and values of the minimum wage according to the inflation of the previous year. Therefore, changes are made to the limit and minimum amount to be paid to beneficiaries of pensions, social assistance and retirement benefits. Currently, the minimum payment is equivalent to the national floor of BRL (1,212) and the maximum to a ceiling of BRL 7,087.22.
This calculation is made through monthly surveys and disclosures of the inflation level carried out by the IBGE. In fact, according to the constitution, it is not allowed to insert adjustments lower than the index, so that the purchasing power of the population is maintained. Because of this, during the months, it is even possible to have an idea of the value that will be readjusted next year.
In addition, for the payment of benefits to taxpayers, more than the contribution time, it is also considered what they transferred to the fund. Therefore, to define the retirement amount, a calculation is made with the average wages during the years of service.
The Budgetary Guidelines Bill (PLDO) still needs to be approved, but provides for a 6.70% readjustment in the national minimum wage, which could make it reach R$ 1,294. However, this increase can still be changed, as if approved, it will only be applied to payments for 2023. After all, the inflation rate can change a lot during this period, especially in a presidential election year.
As a result, project values may be revised, increasing according to the INPC (National Consumer Price Index). In addition, still according to the project, payments in 2024, disregarding inflationary rates, should be R$ 1,337 and 2025, R$ 1,378.
