First of all, in order to maintain the wage readjustment values, the Federal Government will need to find a source for the new resource. After all, the measure will have an impact of BRL 6 billion on the economy, a figure three times greater than initially anticipated. Because of this, it is believed that there will be a transfer of funds from other areas for the readjustment in the salary of federal servants.
Even previously, the forecast was to readjust only the salaries of federal police officers. However, other categories showed a lot of dissatisfaction, generating several strikes by civil servants around the country, as in the Central Bank. Therefore, the economic team was against the measure, since the concession could generate pressure from other sectors.
This package of changes follows the release of the emergency FGTS withdrawal and the possibility of anticipating the two installments of the 13th salary for retirees and pensioners. In addition, the government was studying the possibility of granting R$ 400 in food vouchers to all civil servants.
Also promised in President Bolsonaro’s 2018 election campaign, the correction to the Income Tax exemption table has not yet been implemented. At the time, the proposal was to exempt all Brazilians earning less than five minimum wages.
At the end of the first year of office, the president changed his speech and reduced the value of the defended exemption to R$ 3 thousand. However, due to the coronavirus pandemic and the big hole in public accounts, he admitted that it would no longer be possible to raise the value of that floor.
However, it has been seven years since the last change to the table was made. Now, the economic team wants to raise the exemption range from R$ 1,900 to R$ 2,500, a value well below the initial R$ 5,000.
