Emergency Aid Emancipation Rule

O Emergency Aid is a measure that continues to help millions of Brazilians during the very difficult period of pandemic. After 2 years of severe restrictions, the country is starting to return to normality, which raises several questions about the continuation of this program.

The current status of Emergency Aid

Created in 2020 by National Congress, Emergency Aid helps 18.1 million families today. In two years, approximately R$7.3 billion were invested, so that each beneficiary receives a minimum monthly income of R$400.00. See below who is entitled to this benefit:

  • Informal workers over 18 years of age;
  • MEI worker;
  • Families with monthly income of up to three minimum wages;
  • Families that do not receive social security or assistance benefits, except the Bolsa Familia.

What are the new aid emancipation rules?

As soon as the Emergency Aid was implemented, only people who were not formal workers (with a formal contract) could enroll in the program. However, with the new situation experienced around the world, many people began to gain job openings. Despite this new salary, many families still depend on the aid, which created a major challenge for the Federal Government: to choose whether or not to maintain the benefit.

The solution found was the Rule of Emancipation

A Rule of Emancipation predicts that salaried workers who receive Emergency Aid transfers will be able to continue to be part of the program. However, they must meet certain requirements, see:

  • The family of that special beneficiary must receive up to R$210 per person, which confers a poverty situation;
  • The aid is maintained for 24 months for families receiving up to R$525 per person.

While the program is active, the beneficiaries will be evaluated to verify if they continue to be part of the portion of Brazilians entitled to the amounts. In the case of those who receive up to R$525 per person, the aid request may be renewed after two years, subject to government evaluation.
