Step by step to obtain IPVA exemption for PcD

A decree that was published by the government of São Paulo on the 14th is intended to open the possibility of exemption from the Property Tax on Motor Vehicles (IPVA) for people with disabilities (PwD) who have medical reports from previous years, so that they can use these documents in the application for the exemption benefit related to IPVA for the years 2022 and 2023.

When a Disabled Person, who has already adhered to this IPVA exemption benefit in the years of 2020 or 2021, perform the re-registration, the report will be automatically generated within the SIVEI platform.

The secretariat informs that the IMESC (Institute of Social Medicine and Criminology) report should come into force by the end of this year. This document will be required for new requests for exemption from IPVA for zero km models.

A new model of Expert Report – Evaluation of Persons with Disabilities was recently released to apply for the benefit. This report is necessary to prove the degree of disability or autism spectrum disorder, whether it is mild, moderate, severe or very serious. In addition, it will take into account the ICD (International Classification of Disease) and the ICF (International Classification of Functioning) of the World Health Organization (WHO). A fee of R$ 211.00 is charged for each report that will be issued by the medical expert.

Step by step to obtain IPVA exemption for PcD

1. Request the IPVA exemption through the Sefaz-SP website;
2. Schedule medical expertise on the Sefaz-SP website, according to the type of disability, and the zip code of the residence informed by the user;
3. Carry out an expert examination at the medical entity;
4. Delivery of the report must be made by the doctor on the website of the Department of Finance.

Documents accepted for expert evaluation

• Report issued by the INSS for retirement for people with disabilities;
• Report issued by the city hall for public transport tariff exemption, with the identification of the disability condition and CID;
• Expert medical report with information on disability condition and ICD;
• Assessment certificate issued by the medical team, consisting of at least one specialist physician in the area with a disability, a social worker and/or psychologist who is part of the Unified Health System (SUS);
• Medical report issued by the attending physician with information on disability condition and CID.
