This past Monday (11), the President of the Federal Senate, Rodrigo Pacheco, enacted Resolution 15. Published in the Federal Official Gazette, the resolution in question reduces to zero the rate charged by the Motor Vehicle Tax (IPVA) for motorcycles up to 170 cc.

“This resolution is effective on the date of its publication, effective January 1 of the following financial year,” the document reads. However, he is informed that the proposal, sanctioned by Rodrigo Pacheco, is not mandatory. Therefore, it only serves as an orientation for the states and the Federal District, so that it is up to each federative unit to declare whether the IPVA will, in fact, be free for these vehicles or not.
According to the Brazilian Association of Manufacturers of Motorcycles, Mopeds, Scooters, Bicycles and Similar (Abraciclo), in 2022 the country has one of the largest motorcycle fleets in the world, containing more than 30 million vehicles. Of these numbers, 170cc motorcycles are the most used by citizens who carry out some activity professional, as a motorcycle courier or even for commuting to work, representing about 80% of sales of motorcycles in Brazil.
Thus, during the presentation of the project, its author, Senator Chico Rodrigues, defended that around 85% of the people who bought these motorcycles belong to classes C, D and E.
I want to draw attention to the social and economic importance of this project, as the motorcycle fleet now numbers almost 30 million. According to the Brazilian Association of Motorcycle and Similar Manufacturers, the fleet of two wheels has grown 76% in recent years, while overall fleet growth has been 66%,” said the parliamentary.
