How does the Revalidation of foreign diplomas work?

Currently, to be valid nationally, the graduation diploma has to be revalidated by a Brazilian university. public, regularly accredited and maintained by the Government, which has a recognized course of the same level and area or equivalent.

First, it is necessary to file an application for revalidation at a public institution of higher education in Brazil. According to the regulation, only public universities can revalidate diplomas:

“Graduation diplomas issued by foreign universities will be revalidated by public universities that have a course of the same level and area or equivalent, respecting the international agreements of reciprocity or equivalence”. (Art. 48, § 2, Law of Guidelines and Bases of National Education – Law nº 9.394, of 12/20/1996).

According to Normative Ordinance MEC n. 22 of December 13, 2016, the revalidation of graduation diplomas may have regular procedure or simplified procedure.

The documentation to be presented will vary according to the type of procedure to be carried out by the higher education institution.

The student must pay a fee for the cost of administrative expenses. The amount of the fee is not set in advance by the National Council of Education or by the Ministry of Education, and may vary from institution to institution.

The deadline for the university to express its opinion on the request for revalidation of graduation diplomas by procedure regular is up to 180 days and for simplified procedures it is up to 60 days, counting from the date of delivery of the documentation necessary.

Brazil does not have any agreement for the automatic revalidation/recognition of higher-level diplomas with any country. Therefore, the rules are the same for all countries.
