According to the bodies, the objective is to establish, at the national level, what should be the adequate performance of a student at the end of the second year of elementary school. The results on students' knowledge and skills in reading and writing will be presented in May. According to the Common National Curriculum Base (BNCC), the second year of elementary school is the stage in which all students must be properly literate.

The survey will be carried out throughout April, and the goal is to launch the program, called “Alfabetiza Brasil”, in the following month. For Camilo Santana, the current minister of education, research is essential to make the necessary adjustments in education.
”This survey will give us a guide, because there are scales and standards of performance that the states have created. We need to standardize these standards so that we can build this national policy, ”he said.
The president of the National Council of Education, Luiz Curi, stated that the policy should not be limited to identifying the problem, but should advance, including teacher training. In addition, the president of the National Institute of Educational Studies and Research Anísio Teixeira (Inep), Manuel Palacios, highlighted the need for this survey due to the various differences identified between the educational networks in the country.
On the same day of the announcement, Minister Camilo Santana took the opportunity to announce other measures of his management, such as readjusting the value of meals and school transport, as well as the resumption of works paralyzed. He also informed that President Lula will announce a provisional measure to resume more than 3,600 paralyzed works.
“We are going to provide conditions so that the mayors can resume them”, explained the politician.
