Citizens with regular standing before the electoral court can vote, so this means that there are no pending issues that prevent them from exercising their right to vote. On the other hand, those who do not get the title before the closing of the electoral register, or normalize the situation, will not be able to vote in the October elections.
The reason is that, as stipulated in the court decision (Resolution of the Superior Electoral Court (TSE) No. 23.674/2021), the deadline for regularization ends 151 days before the vote. In this way, the electoral enlistment had a deadline of May 4, therefore, it will not be possible for the citizen to take the document and vote in this election.
But for those who are already 18 years old and will not be able to vote in time for 2022, it will be possible to have the title issued at the electoral registry office in your home after the election. According to Resolution nº 23.659, of 10/26/21, in its article 33, there will be no penalty if he takes the title before the age of 19.
Young people who will be eligible to vote are those who turn 16 by the next election date (October 2). To do so, voters must register through the Título Net system, theoretically also until May 4 (or else follow the option above).
The Federal Constitution, in its article 15, item III, says that those who are provisionally arrested and the young people who comply with socio-educational measures also have established access to vote, since their political rights have not been suspended. Temporary prisoners are those who are in judicial custody but have not yet been convicted.
Finally, it should be noted that voters cannot vote based on data that is not included in their electoral register, even if they present a title corresponding to that part and a document that identify. In this case, it is crucial to have a proper understanding of your polling place.
