A Provisional Measure (MP) will be signed this Friday (12), by the President of the Republic, establishing the so-called National Pact for the Resumption of Basic Education Works.
With the initiative, the government wants to complete more than 3,500 paralyzed or unfinished infrastructure works in schools across the country. Investment in the pact is estimated at almost BRL 4 billion and will be made by the year 2026.

According to the Office of the Presidency of the Republic, which issued the MP, the initiative could open around 450,000 new vacancies in public education networks throughout Brazil.
The signing ceremony of the Provisional Measure of the National Pact for the Resumption of Basic Education Works will take place in the city of Crato, Ceará, and is scheduled to start at 5:30 pm this Friday.
In summary, the new national pact aims to correct transfers in amounts transferred by the Union to the states and the District Federal, based on the National Construction Cost Index (INCC), an indicator that monitors fluctuations in construction civil.
“Since almost all (95.83%) of the works that are paralyzed or unfinished had agreements signed between 2007 and 2016, the adoption of the measure makes the resumption possible, since the accumulated INCC can reach more than 200%, depending on the period”, informs the Government in an excerpt from the announcement of the announcement of the MP.
In addition, the National Pact for the Resumption of Basic Education Works can also be integrated by states that want to help their municipalities to conclude works in basic and kindergarten schools, which are under the management of the mayors.
The new MP also provides for transfers to federal entities in addition to what is transferred by the National Fund Development of Education (FNDE), but only with regard to the resumption of unfinished works and reforms.
“They would be resources to redo steps already taken that may have been degraded by the extended time of lack of execution. This does not rule out the possibility of determining responsibility for what has already been executed. Accountability remains mandatory, covering all funds transferred”, said the Union.
According to information provided by the Presidency, the Provisional Measure signed this Friday will enable the completion of more than 1,200 day care centers and preschools, almost a thousand schools elementary school, 40 vocational education schools and 86 projects for the renovation or expansion of existing teaching units, in addition to more than 1,200 new sports courts or roof coverings blocks.
After the release of the new funds, the paralyzed works, whether construction or renovation, must be completed within 24 months (two years), at the most.
