Inep is already seeing the positive impact of the Modernization Program implemented by the new management. The cost of exams and assessments under his responsibility will be approximately R$ 42 million cheaper.
The value is the result of a series of measures related to the training of those involved in the application and with the printing of tests and administrative materials. The economy is the result of the Cost Reduction and Optimization of Logistic Resources Program, one of the six pillars of Inep's Modernization Program.

Creator of the Program, the president of Inep, Marcus Vinicius Rodrigues, credits this economy to the creativity and negotiations adopted, since January, by the new management of the Institute.
“This cost reduction, of R$ 42 million, could be even greater”, he said. “Throughout the year, with the contribution of hired consultants, we intend to further reduce costs by reducing additional expenses.
All savings measures are being adopted in order to maintain quality in printing, distribution, monitoring, security and application of Inep exams.”
The program resorts to a mentoring model, in which external consultants work together with internal teams, with changes in progress. One of the consultants specializes in cost reduction and the other in pricing.
“This is a relevant area for assessing the costs of exams and assessments applied by Inep. We will bring one of the greatest Brazilian specialists in pricing, with experience in setting prices for large automakers.
It will help evaluate the contracted inputs and services offered by Inep. This will be a significant factor in changing paradigms in the prices currently charged by Inep”, he argues.
One of the initiatives already defined is the change in the procedure for collecting biometric data, a security item adopted by Enem since 2016. Until 2018, the form for collecting biometric data contained an individual graphite sheet.
As of 2019, Inep will adopt a small sponge that allows fingerprint collection and can be used more than three thousand times. A change in the layout of the Enem Question Books will guarantee a large blank space to support the preparation of calculations and writing.
The measure will eliminate the need to print personalized draft sheets, allowing for significant paper and printing savings.
Another front of action to reduce costs is the training of all employees involved with the application. In Enem alone, there are about 500 thousand people throughout Brazil. The format adopted until 2018, with face-to-face and distance training, was revised.
According to Rodrigues, the volume of face-to-face training will be reduced and training in the of Distance Education (EaD) will be expanded and improved, with the debut of a modern platform of EAD. The measure will eliminate expenses with air and land tickets, accommodation, rent of rooms and auditoriums in different parts of the country.
