The Ministry of Education published an ordinance that regulates the registration and issuance of a digital diploma. The measure applies to higher education institutions that make up the Federal Education System.
This is the second ordinance that deals with the digital diploma. It aims to provide more than 2,400 institutions with the new format. Institutions will have 24 months to adjust to the technical specifications.

The aim is to enable the best use of available resources. The difference between the new model and the current one is that the digital diploma has its entire origin, issuance, registration and storage in a digital environment.
The validity of the document is guaranteed by signature with digital certification. In addition there is the timestamp in the Brazilian Public Key Infrastructure (ICP-Brasil). Everything will be in accordance with the parameters of the Brazilian Standard for Digital Signatures.
For students, changes mean agility. The procedures adopted today generate slowness in the issuance of school documents. This can cause inconvenience for users who need, as a matter of urgency, to prove the completion of the course.
The standardization of the digital diploma does not intend to confront or revoke the legislation. Therefore, the rules remain the same as provided for in current federal legislation that regulates the issuance and registration of existing diplomas.
The specifications of the technological operations provided for in the new ordinance are intended to provide a legal outline for the performance of the institution in the virtual environment, providing the same conditions and guarantees that exist for issuing and registering the diploma through physicist.
The standard to be adopted by the digital diploma is the Extensible Markup Language (XML). This is a coding language used to store information in a structured way, readable by people and systems. It provides an efficient means of transmitting data over the world wide web.
The use of XML in the digital diploma must use the advanced electronic signature in the standard XadES (XML Advanced Electronic Signature), according to the Brazilian Digital Signature Standard (PBAD).
The issuance and registration of the digital diploma must follow the legislation. That is, no specific charge is foreseen, unless the student requests the printing.
The Ministry of Education will shortly create an electronic page on its official portal for the digital diploma. It will contain files and information necessary for the generation process.
