As of 2021, the Superior Electoral Court (TSE) began to allow young people aged 15 and over to issue voter registration cards. However, only from the age of 16 can these adolescents exercise their right to vote.

To apply for their first voter registration card, young people can use the online platform TitleNet, available at the Voter Self-Service.
When accessing the system, the user must select the alternative “I don't have it” in the “Voter ID” section, and fill in all the required personal information. Full name, e-mail, RG, CPF, place of birth, among other data are requested.
The applicant must also attach photographs that prove his identity, in addition to presenting proof of residence.
If the candidate voter is up to 18 years of age, he will be exempt from the obligation to provide proof of discharge with military service. However, males of legal age must present the Certificate of Reservist or Dispensation of Incorporation (CDI).
Another way to apply for a voter registration card is to go to the nearest electoral registry office to register in person.
It is important to remember that the process must be completed before the registration closing date, which always occurs in May of election years.
Just for information, the next election in Brazil will take place in 2024 and will aim to elect mayors and councilors from more than 5,550 municipalities in the country.
After making the request for the issuance of the electoral title, it is possible to monitor the application on the internet. To do so, the candidate must access the TSE website and click on the “Follow up application“. When the title is finally issued, the young voter will be able to download the e-Título application on their mobile device and use the digital version of the document and use it when they can vote.
