This occurs because the MEI is registered in the Simple national, which offers tax breaks and more flexible rules. Thus, it will only be necessary to pay a monthly fee, the amount of which varies according to the activity performed.
This rate includes the amounts related to the INSS, as well as state and municipal taxes: Tax on Circulation of Goods and Provision of Services (ICMS) or Tax on Services of Any Nature (ISS). There are no federal taxes charged.

Self-employed professionals with a gross monthly income of up to R$6,750.00 (income of up to R$81,000 per year) can open a MEI.
It is also allowed to have a registered employee, whose payment is in the amount of a minimum wage or the minimum wage for the category.
However, those interested in registering as a MEI cannot participate as a holder, administrator or partner in any other company.
It is important to note that not all categories qualify as MEI. Currently, there are more than 480 occupations accepted according to the National Classification of Economic Activities (CNAE).

If the activity is allowed in the MEI, the only requirements are that the micro-entrepreneur has a CPF and a permit to carry out its activities.
In some areas of activity, licenses and Municipal and/or State Registration may also be requested for the regularization of the company.
Interested parties must register on the Entrepreneur Portal and fill out the form with personal data and information about the business. Then, the registration of the micro-enterprise in the National Register of Legal Entities will be released (CNPJ).
Initially, MEI will have a provisional operating license for 120 days. After this period, it is necessary to request the definitive permit and the release of invoices, whether printed or electronic, at the Treasury Department of your state.
