Bolsa Família: number of beneficiaries exceeds employees in 13 states of Brazil

In 2022, Bolsa Família had more beneficiaries than the number of formal workers in 12 of the 27 Brazilian states, with the North and Northeast showing the greatest disparity. In 2023, this number increased to 13 federative units.

In the states of Maranhão and Piauí, the proportion of Bolsa Família beneficiaries is 2 to 1 in relation to formal workers.

For comparison purposes, in Santa Catarina, a state located in the southern region of the country, the discrepancy is smaller. There are 234,000 beneficiaries of the program, but 2.3 million formal workers.

The causes of disparity

Before the pandemic, the number of states with more beneficiaries than formal workers was 8. However, from 2020, at the beginning of the health crisis, this number began to gradually rise until it reached current levels.

During the government of Jair Messias Bolsonaro, there was a significant increase in the number of beneficiaries, reaching a surplus of 49% when compared to the previous government.

In November 2022, the proportion of beneficiaries in relation to formal workers with a formal contract reached the mark of 50%, and currently this index stands at 51.1% across the country.

In other words, for every two formal workers with a formal contract, there is one Bolsa Família beneficiary, considering the national scenario.

According to statements issued by the current government, a thorough review will be carried out among beneficiaries in order to identify those who should not be receiving the benefit.

Among the rules contained in the provisional measure that instituted the “new Bolsa Família”, there are devices that cancel the benefit for families that demonstrably improve their formal income.

On the other hand, the text confirms that workers who have already been beneficiaries and eventually lose jobs acquired will be able to receive Bolsa Família again as soon as the dismissal is confirmed.
