Brazil will have to discuss valuing teachers' careers, according to the secretary of Basic Education of the Ministry of Education (MEC), Katia Smole. “It must be good to be a teacher in every way”, said the secretary to journalists after the presentation of the Common National Base for Basic Education Teacher Training.
A National common base was delivered to National Council of Education (CNE), where it will be analyzed. It will guide the training of teachers in teaching degrees and courses in pedagogy at all colleges, universities and public and private teaching institutions in the country.

The proposal also defines ten general competences that will be worked on in pedagogy courses and undergraduate degrees. They are similar to the competences provided for in the national common curriculum bases (BNCC), already approved, which predict what should be taught in schools.
The document also brings a suggestion of career progression. “This [teaching appreciation] is a discussion that Brazil will have to have. We are starting to bring this up through training and we hope that it will be an appreciation, including a social one, that will be discussed over the next few years”, says Kátia.
According to the text, teachers will progress according to the development of certain skills and abilities. There will be four levels of proficiency: initial, for the undergraduate graduate; probationary, for beginners; highly efficient, for those who are at an advanced level in their career and must demonstrate complex skills; and the leader, who will be at the highest level and will have broader responsibilities and commitments.
The proposal for a career plan should, according to the MEC, be discussed with the representative entities of the states and municipalities. Although most basic education teachers are linked to states and municipalities, Kátia says that the MEC can “induce policies” to value teachers.
Asked about the continuity of this discussion in the government of Jair Bolsonaro, Kátia says that she cannot answer for the next MEC administration. “The transition team is at MEC and we are sharing with them all the policies that are under development and those that we are leaving for discussion. We indicate that we delivered the Basis for teacher training to the CNE. The responsibility now belongs to the CNE”, she says.
The Common National Base also defines the competences that must be learned by all teachers in Brazil. In addition to the ten general skills, the document points out four specific skills that should be developed on each of the following three dimensions: professional knowledge, professional practice, and engagement professional.
