Retrograde system? Taliban bans women from taking college entrance exams

The Ministry of Higher Education, which is run by the Taliban, told universities – as late as December last year – that they should not allow admission to women in educational institutions, at least “until further notice”. The measure was taken to highlight the policy of not allowing young girls access to higher education.

The information was delivered to private universities in Afghanistan through a letter addressed to educational institutions in the northern provinces of country, including Kabul, the capital and most populous city in Afghanistan, as this must have open entrance exams from the end of February. In the letter, it is also informed that institutions that refuse to follow the rules imposed by the Taliban will face legal action.

A few days after the notice from the Ministry of Higher Education, the government prevented most employees of non-governmental organizations from carrying out their work (

NGOs) from the country. And as if that weren't enough, most secondary schools for girls also had their classes suspended by local authorities.

Afghanistan is in the midst of a severe economic crisis. Part of this is because of sanctions that have directly affected the country's banking sector and a cut in development finance. Humanitarian agencies warn that tens of millions of people are in urgent need of help.

Despite this, the World Bank released a report this week stating that the government maintained strong revenue collection in 2022. Exports are increasing, aiming at greater economic self-sufficiency.

New measures have not had a positive effect internationally, so they are being condemned by a large part of the West. Some Western diplomats have signaled that the Taliban needs to review the course it has taken in its policies towards women, if wish to have some chance of formal international recognition, thus allowing for flexibility in this economic isolation current.
