After being analyzed in more detail, it is concluded that the image is nothing more than the photo of the horizon, but it has been rotated. When seen the right way, you can see that there are several buildings in the city with low light.
The whole illusion made of the image was possible due to the cirrus clouds and the city lights that help to overshadow what the photo shows. The lights of buildings, for example, refer to stars.
