A proposal for change the salary floor of teachers is being analyzed in the Chamber of Deputies. Bill (PL) 3,497/2023 wants to change the so-called Teachers' Floor Law.

These rules were established by Law 11,738, 2008, responsible for determining the national salary floor for teachers.
Now, the text analyzed by the deputies defines new criteria for the calculation. Thus, it is expected that the percentage of growth of the minimum total annual value per student (VAAT-MIN) will be applied.
For Deputy Tião Medeiros (PP-PR), the criterion should be the Fund for the Maintenance and Development of Basic Education and the Valuation of Education Professionals (Fundeb). In addition, for him, the poorest education networks in Brazil must pay the minimum value of the floor.
As reported by Agência Câmara Notícias: “The Floor Law makes a reference to the terms of the old Fundeb Law, which referred to the modality of complementing the Union”.
Therefore, according to Deputy Medeiros, the old law has always been a reason for questioning. Thus, public bodies believe that the calculation should follow the increase in Fundeb revenue.

The permanent Fundeb Law was sanctioned in 2020 and offered a new value for the calculation that, in the Bill, adequately calculates the annual readjustments. Therefore, Tião Medeiros defends PL 3,497/2023 stating that:
“Once the final numbers of the constitutional gradual growth of the Union's complementation have been implemented, we define the VAAT-MIN variation as a new update parameter, since this is what defines the financing capacity of the poorest networks in the country and that they should be the ones to pay at least just the floor, bearing in mind that networks with more resources can go further from that".
