O Ministry of Education (MEC) asked for the postponement fearing that advancing the clocks by one hour would harm the candidates. The Government even announced that it would respond to the request and the program would only start on November 18. The holder of the Pasta, Rossieli Soares, even celebrated the fact in a publication on his social networks.

However, the Government went back and, this Monday (15), informed that the decree that would change the daylight saving time for the mentioned day was not inserted in the Official Gazette. The argument is that, after evaluating the request sent by the MEC, the Presidency maintained the previous schedule in the name of the “legal security” of the already published decree.
The Brazilian Association of Airlines (Abear) criticized the change of daylight saving time to November 18th. According to the entity, the measure would harm passengers of the airlines it represents, especially those who purchased their tickets in advance.
The association estimates that around 42,000 flights could be affected, disrupting the planning of the air operation. Furthermore, at least 3 million customers would be harmed by, theoretically, having organized appointments and connections according to the tickets already purchased.
It is worth remembering that, last year, President Michel Temer signed a decree that shortened the duration of daylight saving time for this year. Traditionally, it starts in October, however, due to the elections, whose shifts were scheduled for 07:00 and 28:00, there was a need for the time change not to coincide with such dates.
