In times of rescuing citizenship, the stark observation is that valuing one of its pillars, teachers and other education professionals, continues to be a distant reality for thousands. This can be proven by data from the 2022 National Household Sample Survey (PNAD/2022), according to which 46% of Public elementary school teachers receive remuneration below the national minimum (R$ 4,420.55 for a 40-hour day weekly).
For specialists, the task of ensuring the learning of students in situations of social vulnerability, in addition to guaranteeing the remuneration (and career prospects) of masters is as essential as it is complex and difficult to realization.

In another comparison, a study by the Organization for Economic Cooperation and Development (OECD) shows that the salary of Brazilian teachers is lower than that of colleagues from other member countries of that entity. Another relevant piece of information, also from the 2022 PNAD, is that 92% of parents of high school students primary education have a remuneration lower than the minimum wage of basic education (R$ 3.840,00).
Despite the unfavorable numbers for the teaching class, its wage floor is still among the highest 8% in the country, but poorly distributed, since it is more concentrated in the center-south of Tupiniquim.
To reverse this situation, one of the proposals under study would be based on meritocracy, in the sense of rewarding those teachers with the best performance with a remuneration above the salary floor, while those not so 'successful' would be contemplated with reinforcements to their training, or even reallocated to other functions.
Currently under analysis in the Chamber of Deputies, bill 3497/23 (which amends the Floor Law) proposes that the update of the salary floor for public teachers in basic education becomes annual, starting in January, in addition to being calculated by the same percentage of growth in the minimum annual value per student in the early years of elementary school urban.
“With the new Union complementation modalities, a controversy was generated and with the revocation of the previous Fundeb law, there are those who defend that there is no more legal protection for the readjustment”, comments the author of the project, federal deputy Tião Medeiros (PP-PR).
