Who invented the habit of recycling?

The habit didn't come from a single person. In the 1980s, the production of disposable packaging began to increase and so did the amount of waste produced. Because of this, NGOs (non-governmental organizations) and the government began to pressure companies to the disposal of garbage was __________ in a conscious way, reusing as much as possible of what was thrown away outside.
