The adoption of a stricter dry law in the State of São Paulo was not enough. Data from the Department of Public Security reveal a reduction of almost 20% of accidents with traffic deaths in the first months of 2012 to 2013 in the state after the law, but in the same period two accidents impressed. One of them amputated the arm of a young cyclist on Avenida Paulista, one of the main arteries of São Paulo. The other killed a 15-year-old boy who was skating on a street in Guarulhos, in greater São Paulo. Both were victims of drunk drivers. The interaction of drivers with cyclists, bikers, skateboarders and pedestrians on the streets, increasingly strangled by traffic in medium and large cities in the country, has become insane. When drinking enters this tense relationship, the effects are even more catastrophic.
Several proposals have been discussed around the world to reduce traffic violence. In many countries it is the leading cause of death among young people. Among the measures, increase the tax burden (and, by table, the price of drinks), decrease the points sale of alcohol at night, regulate advertising, monitor more rigorously and impose more penalties. hard. All of this seems to have an initial impact on numbers. The big challenge is to improve the results and make them permanent.
There are important structural issues that should also be highlighted. In big cities, quality and cheap public transport, extended into the night, that guarantees a calm way for the young person to get home, is one of them. Creating safe areas on the streets (with protected cycle paths) can also be an important measure. Some countries are studying the installation of alcohol detectors (a kind of personal breathalyzer) attached to trucks, buses and even private cars. To start the engine, the car itself requires a control of drink consumption.
In addition to these factors, one cannot forget about behavior. More than teaching driving and respecting those on the streets, traffic education should involve the perception of the risk involved in the act of driving while intoxicated or under the influence of other drugs. This is where one of the most difficult questions comes up. How to make the driver of the vehicle, especially the young driver, aware of the risk he runs and, worse, that he can offer to others? Without touching this human component, the notion of responsibility and limits, it will be difficult to solidify the achievements of this beginning of the year.
