You know water freezes at zero degrees Celsius. The ice kept in the freezer, however, is at a temperature below zero degrees. So when we touch it to a drop of water, its temperature is higher than that of ice. Result? The water passes heat to the ice while it cools to freezing. When it freezes, it works like a glue between the two parts. That's exactly what happens when you touch your finger – especially if it's wet – on ice or the tin – especially if it is made of metal: your finger melts some of the ice and, shortly thereafter, this water freezes again, sticking to the skin to ice.
