A scientist, entomologist and politician from Bahia, Neiva developed important studies on barbers, describing new species and identifying the transmission mechanism of Chagas disease. He researched malaria-carrying mosquitoes and detected the phenomenon of Plasmodium resistance to quinine. He headed the commission that implemented, in a pioneering way, the biological control of the insect that transmits the coffee berry borer.
With Belisário Penna, he undertook an expedition of the Instituto de Manguinhos to the interior of Brazil, describing the poor living conditions of the population, which led him to lead the movement in favor of sanitation basic. He was an interventor in Bahia and a federal deputy and directed the National Museum and the Biological Institute of São Paulo.
