In April 1940, the main indigenous leaders of the American continent gathered for the 1st Inter-American Indigenous Congress, held in Mexico. The objective was to discuss actions that ensured the rights of the Indians. However, many leaders boycotted the first days of the event, believing it would have no effect. After a few meetings, they decided that the Congress represented an important historic moment, and decided to participate.
Congress approved a recommendation from indigenous delegates from Panama, Chile, the United States, and Mexico, calling for the adoption of Indian Day by the governments of all American countries. The proposed day was April 19, the date on which the meeting was held.
Brazil did not adopt the commemorative date immediately. It was only in 1943 that the Indian Day was instituted on April 19, fulfilling the Congress' proposal. The date was ratified on June 2, 1943, by the then president Getúlio Vargas, through decree-law 5540, and started to be commemorated the following year.
Since then, our country celebrates the date with educational activities and dissemination about the indigenous people. Schools and cultural institutions promote actions and lectures to remember the importance of these peoples for the formation of Brazilian culture and preserve the traditions and identity of the Indians.
But the date didn't stick around the world. Only Argentina and Costa Rica adopted it. In 1994, UNESCO (United Nations Educational, Scientific and Cultural Organization) instituted the International Day of Indigenous Peoples, celebrated on August 9th.
