With less than a month left for the inauguration of the president-elect Luiz Inácio Lula da Silva, the new government's transition team is in a fast pace to approve the Transition PEC. In this case, this PEC aims to make the cost of the Bolsa Familia in 2023. But for that to happen, it will be necessary to breach the spending ceiling planned for the coming years.

The government of Jair Bolsonaro (PL) comes to an end with a big issue for the next one: Auxílio Brasil. In this case, the first decision by Lula's team is to maintain the R$600 that the previous government's program was making available, as well as adding an extra amount of BRL 150 for families with children up to 6 years.
In addition, the president-elect has already confirmed that the name “Bolsa Família” will be resumed, as well as the other features of the program. However, to guarantee this campaign promise, there is a great challenge, since the government Bolsonaro did not include the amount of BRL 600 in the budget for the following year, although he promised that he would keep it the value.
Thus, the transition team filed the so-called Transition PEC, which aims to remove Bolsa Família from the spending cap for four years. For this to be possible, the Constitutional Amendment Project will need to have the signature of at least 27 senators for it to officially begin processing.
What has drawn the attention of specialists the most is how much this program is likely to cost the public coffers. In this case, official estimates point to a value of R$ 175 billion to make it possible to pay the expenses of R$ 600 for families in vulnerable situations, in addition to the extra R$ 150.
According to Lula's transition team, this amount would be extra and would be outside the spending ceiling. In addition, the team emphasizes that it will be possible to comply with the value, since the government intends to collect more taxes in the coming years.
