The Ministry of Education (MEC) and the Coordination for the Improvement of Higher Education Personnel (Capes) announced the recreation of the Abdias Nascimento Program, through Ordinance No. 1,191/2023.
The program aims to promote affirmative actions in stricto sensu graduate programs and in teacher training for basic education, with an investment of more than R$ 600 million.

The main objective of the program is to train and form self-declared black, brown, indigenous students, with disabilities, global developmental disorders and high skills.
Universities, institutions of professional and technological education, and research centers of excellence, both in Brazil and abroad, will be involved in this process.
Up to 45 projects from foreign higher education institutions will be selected, with priority given to those located in the North, Northeast and Midwest regions, as well as counties with low human development indexes (IDHM).
Sandwich master's and sandwich doctoral scholarships and funding will be provided to enable studies at renowned foreign universities, with a total investment of BRL 260.8 million over the course of four years.
Selected projects must address issues such as racial equality, combating racism, knowledge of Afro-Brazilian and indigenous history and culture, intercultural education, accessibility, inclusion and technology assistive.
In addition, they may include research and development of products, equipment, services and methods to promote the autonomy of people with disabilities and reduced mobility.
Each proposal must involve at least one Brazilian and one foreign institution, with the participation of women in at least half of study abroad missions.
In Brazil, the Abdias Nascimento Program will have the Postgraduate Development Program (PDPG) – Affirmative Policies and Diversity, which will support training projects for teachers, researchers and academic-scientific research in various areas of knowledge related to affirmative action policies and diversity. Master's, doctoral and post-doctoral scholarships will be awarded, with an investment of R$ 45 million over five years.
Capes will invest R$ 200 million in the National Plan for the Training of Basic Education Teachers (Parfor-Equity) for the initial training of education professionals in rural schools, indigenous communities, quilombolas and special education and inclusive.
Another R$ 23.5 million will be allocated to the Institutional Teaching Initiation Scholarship Program (Pibid-Equidade) for undergraduate students.
Investments of R$ 22.8 million are also planned in Portuguese language tutoring grants for indigenous students and R$ 56.8 million in special education, including a distance extension course offered by the Open University of Brazil (UAB).
Additionally, the Secretariat for Continuing Education, Literacy, Diversity and Inclusion (Secadi) will allocate BRL 40 million over four years to preparatory courses for access to stricto postgraduate studies sense.
The Abdias Nascimento Program is a tribute to Abdias do Nascimento, renowned artist, teacher, politician and activist from the human rights, recognized for its defense of culture and equality for Afro-descendant populations in Brazil and world.
The program was created in 2013 and, after a period of revocation, is being revived with significant investments to boost inclusion and academic development. Applications for projects both abroad and in Brazil will be announced at a later date, starting in January 2024.
