The mayor of São Paulo, Ricardo Nunes, approved a law that allows the taxation of delivery companies such as iFood, rappi and 99. According to the text, all companies that explore, in the territory of the municipality of São Paulo, intensive economic activities in the use of urban roads may be charged taxes.
Law 17.584/2021 including, but not limited to, transport services by electronic applications and their intermediation. It also includes services for ordering and delivering goods and their intermediation through electronic applications such as Amazon.

The public price provided for by law may be charged based on the kilometer travelled, per trip taken within the territory of the municipality of São Paulo or based on a combination of the established criteria. The city hall also highlighted that it will consider when charging the urban and financial impact of the use of the road by each private activity and company.
According to information from the City Hall, in 2020, there were 345 deaths of motorcycle drivers in accidents of transit, and motorcycle couriers (including app delivery drivers) represent 16% of this total. The participation of these professionals in the total number of deaths increased in relation to 2019, when the proportion had been 12%.
Deliveries ask companies like Ifood, 99 and Rappi to increase worker safety. Among the demands are the binding of life insurance contracts, against accidents and against robbery and theft of motorcycles.
Other demands include preventive measures against covid-19, such as the supply of personal protective equipment (PPE) and the availability of fixed addresses so that they can sterilize motorcycles and other work tools, avoiding infection by the new coronavirus. Such points had already been recommended by the Public Ministry of Labor (MPT), in mid-March.
