According to the parameters established by the government in May, only the state of Santa Catarina reached the minimum level of literacy in the 2nd year of elementary school. Among the 27 federative units, only Santa Catarina reached this level.

The Federal District and São Paulo ranked second and third respectively, with 738.09 and 735.72 points. Ceará, the home state of the Minister of Education, ranked fourth with 734.04 points. The states with the worst performances were Tocantins, Acre and Amapá.
