According to the National Institute of Educational Research and Studies (Inep), the Ministry of Education (MEC) decided to eliminate the digital option of the National High School Examination (Enem), which was introduced by the government of Jair Bolsonaro in 2020. This year's Enem will only be held in person, and Inep claims that the number of students who opted for the online exam has been low in recent years, in addition to having a high cost.
Manuel Palácios, president of Inep, told Estadão that the digital edition of Enem was canceled and there is no intention of bringing it back. Last year, 100,000 places were made available for the digital test, but only about 30,000 candidates showed up to take it.

The digital Enem in 2022 cost BRL 25.3 million, which is equivalent to about BRL 860 per student. On the other hand, the application of the printed test was carried out by more than 2 million students and cost BRL 324 million last year, which amounts to approximately BRL 160 per student.
The president of Inep, Manuel Palácios, stated that the high cost of the digital Enem prevents the scale expansion of the test so that all students can take it in this format. The test was carried out in 672 test sites across the country, on computers equipped with security provided by Inep. It was not allowed to take the exam at home.
The then Minister of Education, Abraham Weintraub, had announced in 2019 that the digital Enem would be gradually expanded so that in 2026 it would only be done digitally. However, both the number of vacancies offered by Inep and the number of applicants have remained unchanged since then. There were also reports of problems at test sites, with computers not working properly and students having to take the exam in paper format.
