The judge alleges that the change in the Enem 2020 schedule may harm and delay the insertion of students in higher education. According to him, the Ministry of Education (MEC) increased the deadline for requesting exemption and justification for absence in the Enem 2019 test.

In the decision, Cedenho also points out that numerous measures must be taken to carry out the examination, including logistical ones. In this way, deadlines can be followed and grades used in the university selection process.
Still, in Antonio Cedenho's perspective, the test sites must be chosen in advance and prepared for the application of Enem 2020 throughout Brazil.
“Not to mention that, once the results are published, they are used by the sisu, prouni and faithful, so that changing the schedule could negatively affect a succession of events and delay the start of students entering higher education,” he argued.
