Deputy Assis Carvalho (PT-PI) was responsible for Bill 2099/20, which is the benefit worth R$ 1,200 for single-parent women providers and is on the agenda of Congress.
As determined by the text, in order to guarantee the benefit, women must meet the following requirements:
• Being a woman and mother of a family;
• Be 18 years old or older;
• Not having a formal job;
• Not holding a social security or assistance benefit;
• Have a per capita monthly family income of up to half a salary or a total monthly family income of up to 3 salaries;
• Be enrolled in the Single Registry for Social Programs of the Federal Government (CadÚnico);
• or informal worker, whether employed, self-employed or unemployed.
It is unlikely that Permanent Aid will be released, since the project has been in progress since 2020 and, throughout the period, it did not generate engagement from parliaments to be approved.
just the Committee on Women's Rights of the Chamber of Deputies approved the project. Another point is that, for the measure to be effective, it must pass through the approval of all the Competent committees of the Chamber so that it can go to a vote in the Federal Senate and be sanctioned or vetoed by the President.
Therefore, the more time passes, the less chance the measure has of being approved. The project does not comply with tax legislation, that is, the money used in the project does not yet have a source, making the measure unfeasible.
Another point is that we are in an election year and, most of the time, the electoral law does not allow concession of this category of benefit, as it would serve as an ''influence'' at the time of the vote of the population.
Therefore, women who are waiting for the benefit should not create expectations in relation to its release, which is every day further away from becoming a reality.
