However, on May 31, an agreement was reached. Apparently, the procedure was interrupted at the Constitution and Justice Commission (CCJ) of the Chamber of Deputies. All this thanks to the decision taken by the deputies to hold public hearings on the subject, before being voted on. And as it is understood, the approval of the agenda cannot happen until there is the conclusion of all the public hearings, including the general approval of the withdrawal of requests for the realization of the audiences.
That is, in practice, it means that due to the decision of the deputies, the vote on the PEC was prevented, since that this is the initial step in the approval process of any proposal that modifies the constitution.
The mayor, deputy Arthur Lira (PP-AL), had already mentioned that the vote was far “under the radar”. In the last session, deputy Orlando Silva (PCdoB-SP), a member of the commission, stated that the position of the president of the CCJ, Arthur Maia (União-BA) was ideal for the situation.
“You (Arthur Maia) reaffirmed your commitment that we will not assess the merits of this proposal while there was no public debate from hearings that would be held in the environment of this commission. By agreement of several leaders, from different benches, opposition parties, government parties, we have decided to withdraw the requests for hearings public, signaling an understanding, which I consider mature on the part of this House, which is the withdrawal of this proposed amendment to the constitution from the agenda”, Silva said.
For him, public institutions are maintained by taxes, so they are not completely free. “The institution of tuition could exclude the participation of an important portion of needy students”, he declared.
