After the Federal Government announced a change in the category of truck drivers' workers, the topic was discussed again this week. The government intends to increase the benefit, whose initial estimate was R$ 400, to R$ 1 thousand. After the meeting of the Executive with leaders of the National Congress, the forecast is that the change in the value for the drivers autonomous highways. The development of assistance for truck drivers is a way to offset the increase in fuel prices, especially diesel. The action, which can be called “PIX Caminhoneiro”, should be launched four months or less before the elections.
In this sense, the idea is to establish a state of emergency, to be governed by the PEC, currently under discussion in the Senate, to enable the payment of the benefit. This was done because the State of Emergency guarantees a constitutional way of circumventing the limitations imposed by the Electoral Law, which prevent the development and expansion of social programs in election years, with the exception of existing ones, in emergency cases public. However, the Project is not only focused on PIX Caminhoneiro, as other measures will also be presented, as we will see below.
Another measure of expansion by the federal government was to increase the value of the Auxílio Brasil from R$ 400 to R$ 600 and expand the gas allowance (gas voucher), which could cover more families and also increase its value.
Both initiatives foresee a moderate cost to the public coffers of nothing more than R$30 billion. And to reach this measure, the president decided to stop indemnifying the states, which cut their ICMS quotas on gas and diesel.
