The amendment to the Culture Incentive Law (8.313/91), the so-called Rouanet Law, will be defined with President Jair Bolsonaro, informed today (1) the Minister of Citizenship, Osmar Terra. Bolsonaro, who was hospitalized at Albert Einstein Hospital, in São Paulo, was discharged this Wednesday and should gradually resume his activities.
Osmar Terra defended a more comprehensive Rouanet Law. “We have to democratize more. The Rouanet Law is very concentrated in Rio, São Paulo, very concentrated in big events, big artists with a very high value for that”, said the minister.

The minister recalled that, since its creation in 1991, the norm has undergone several changes and highlighted that the new version must include new talents and cultural events. “We can reduce the value, look for new talent, encourage events that reveal new talent, distribute resources more throughout the national territory”, said Terra.
According to the minister, state-owned companies are responsible for most of the sponsorship and may follow a kind of normative instruction from the government to choose projects and “democratize the process”.
Regarding the percentage of free events supported by the norm, Terra said that it could reach 40%, “depending on the percentage of cost coverage” with incentive from the Rouanet Law.
“All events that are sponsored by the Rouanet Law must have a type of activity aimed at social area, training, presentation where it would not perform, in peripheral neighborhoods”, added.
