There are still no details on how this system will be modified. It is not known whether the registration will continue to be through the phone number or through the cloud (like competitor Telegram, which allows users to log in on more than one device).
The biggest hindrance to the process would be the end-to-end encryption system that was established in all WhatsApp conversations.
