MEC will evaluate full-time impact on high schools

The Ministry of Education is going to evaluate schools that will participate in the Program to Encourage the Implementation of Full-Time Secondary Schools (EMTI). The analysis will be done in 17 states that signed up to participate in the evaluation. In all, 204 high schools were selected, half of which will receive resources to implement full-time, and the other half will not.

This work, which will take four years, will measure the result in school performance and the reduction of inequality among students, among other aspects. In addition to these, up to 123 other schools will be awarded with resources to implement full-time secondary education in all Brazilian regions through Ordinance MEC 1,023/2018.

The secretary of Basic Education, Kátia Smole, said that this program and the draw made it possible to put into practice one of the goals of the Ministry of Education, which is to monitor the application of resources and the processes of learning. “This is a MEC innovation, as it shows the seriousness with which policies have to be made in the country,” she said.

For the execution of the program, the MEC will release resources in the amount of R$ 200 million. The first installment will be paid, still in 2018, to schools that will implement the full-time program in 2019; and the second, by the end of the first half of next year. The value will be distributed according to the number of active students in the institution. R$ 2,000 will be transferred per student/year enrolled.

In order for the evaluation to demonstrate the real effects of implementing EMTI, the schools participating in the draw will have the same profile, and there can be no discrimination between the incentives given to these units during the period of assessment.

Thus, any incentive or resource release program will have to benefit both groups, or none of them, in order to keep them equal. The impartial treatment aims to ensure that the only difference between the two groups, after four years, is that one of them received the implementation of EMTI and the other did not.
