Two ministries of the government of President Luiz Inácio Lula da Silva (PT) decided to come together to map marine resources on the Brazilian coast.
The initiative is from the Ministry of Tourism (MTur), headed by Celso Sabino, and the Ministry of the Environment, Climate Change, Fisheries and Aquaculture, headed by Marina Silva.

They met, last week, with some Brazilian maritime authorities, with the aim of developing the Special Marine Planning Program (PEM).
On behalf of the Minister of Tourism, Sabino, the National Secretary of Infrastructure, Credit and Investments in Tourism, Carlos Henrique Sobral, addressed the initiative. He stated that MTur reiterates its commitment to promoting sustainable growth in the tourism industry.
Furthermore, it encourages the conservation of our precious natural and cultural heritage. This strategic plan will play an essential role in several aspects.
This includes improving governance, reducing conflict, preserving environment, the creation of a safer legal environment for investors and the expansion of possibilities for the advancement of nautical tourism.
The initial phase of this project will be financed by the National Bank for Economic and Social Development (BNDES). The public selection for the development of the technical study, which will use mapping, is scheduled to take place until March 10, 2024.
The execution of this project is the responsibility of the Interministerial Commission for Sea Resources (CIRM), composed of 26 members representing ministries, agencies and other government bodies Brazilian.
The expectation is that, by the year 2030, the entities involved will complete the research, which will initially cover the coasts of the states of Rio Grande do Sul, Santa Catarina and Paraná.
The initial choice of the South region is justified by the fact that this area borders Uruguay and covers 13% of the so-called Blue Amazon, which encompasses five of the ten most important ports in the country.
The Blue Amazon comprises the entirety of Brazil's Exclusive Economic Zone (EEZ) and extends approximately 650 kilometers from the coast.
According to information released by the Ministry of the Environment, the objective of the project is to identify and map the different uses of the ocean. This encompasses activities such as fishing, maritime transport, tourism, energy generation, research and biodiversity preservation.
In addition to mapping, the initiative seeks to regulate activities in appropriate areas, with the aim of protecting threatened marine species.
Finally, in addition, there is also the intention to provide an environment of legal security for economic activities. According to Navy estimates, this stage of the project should last approximately three years.
