Programs of this type are offered mainly to people in situations of social vulnerability and who need public transport to get around. However, in some cases, specific portions of the population can also use this resource, such as the elderly, students and pregnant women.

The cost of these programs is generally divided between the public authorities of the State and the municipality. In Goiás, for example, the Free Pass is funded in part by the State Government and the city hall of the capital, Goiânia, and the cities that are part of its metropolitan region.
However, in Maricá, Rio de Janeiro, the scheme is completely different. The zero tariff program is funded by resources from oil exploration.
The Coalizão Mobilidade Triple Zero website has a map with all the cities in Brazil that have free bus ride programs. According to the portal, 84 municipalities already have a total zero tariff and seven have a partial model – that is, the user bears part of the cost.
According to the website, the states with the greatest adherence to this type of public policy are Minas Gerais, Paraná, Rio de Janeiro and São Paulo. And, among the largest cities, excluding the capitals, are: Caucaia (CE), Maricá (RJ), Ibirité (MG), São Caetano do Sul (SP), Paranaguá (PR), Balneário Camboriú (SC).
When we talk about capitals, Goiânia (GO) has a specific program for some user profiles. Furthermore, São Paulo (SP), Cuiabá (MT), Fortaleza (CE) and Palmas (TO) are considering adopting zero tariffs at some point.
