Students and alumni who have debts with the Student Financing Fund (FIES) will be able to renegotiate debts from today (7). To the renegotiations must be carried out at Caixa Econômica Federal and Banco do Brasil branches. The measure is part of bill no. 4,172/2023, approved by Congress and sanctioned by President Lula (PT) last Wednesday (1).

With the new measure, the Fies Law undergoes an amendment, changing the rules for renegotiating student debts. Therefore, the Ministry of Education's expectation is that 1.2 million defaulters can benefit from the new conditions for negotiating Fies debts.
When sanctioning the PL, Lula stated that the new measure would act as a kind of “Unwind” for students who have a negative CPF due to Fies financing. “The important thing is not the debt, the important thing is that you go back to studying paying the minimum amount necessary. Go back to studying, get your diploma and we will be very grateful,” said Lula.
With the new changes, students and former students who have outstanding debts by June 30th will have better renegotiation conditions. In the case of those who are overdue for more than 90 days, discounts of 100% of the charges and up to 12% of the principal amount of the debt will be offered in the case of payment in cash.
For those who prefer installments, it will be possible to divide the debt over up to 150 months. However, the student will lose the discount on the principal amount of the debt. For debts more than 360 days late, the discount varies between 77% and 99%, depending on the student's ability to pay.
In the case of students and former students who are registered in the CadÚnico or who received emergency aid during the pandemic in 2021, the discount may be 99% of the debt, including the principal amount, if the debt is paid in full. For those who do not receive assistance from social programs, the discount will be 77% for cash payments.
