“There are more than 1 million and 240 thousand people in Brazil who will have the right and the president has called it the Development of Education. It means R$ 54 billion in debts of these Brazilian men and women who often have their name compromised, the name dirty, right, as they say, at Serasa, and that they will have the opportunity to renegotiate their debts”, said Santana after meeting with the agent.
According to the minister, in some cases debts can be practically forgiven, with a reduction of up to 100% of the outstanding balance.
“In fact, with very favorable conditions, reaching up to 99% of the principal and 100% of the interest and fine, that is, the person can pay 1% of the debt depending on the condition they are in”, he guaranteed.
In addition to the agreement between the president and the minister, representatives of the aforementioned banks, the FNDE (National Fund for Development of Education), which is the operator of FIES, were also consulted and are in accordance with the resolution.
Also according to the Ministry of Education, students who signed a contract until December 2017 and have outstanding debts will benefit from FIES negotiations. However, some people who are up to date with their payments will also be able to renegotiate their financing.
In general, students will be able to renegotiate their debts under these conditions:
Have debts overdue for more than 90 days on June 30, 2023;
Be 360 days past due on June 30, 2023, still registered with CadÚnico and having been a beneficiary of Emergency Aid;
Be within the conditions of the previous topic even without being registered with CadÚnico or having been a beneficiary of Auxílio Brasil.
For people who meet these prerequisites, payment conditions range from full interest reduction and contract moratoriums until the debt is paid in 150 installments, which makes it easier to pay off the debt equally.
However, each student must check with the bank with which they have a contract what specific conditions are available for their profile.
In addition to making debt payments more flexible for students, the government It also foresees a change in the compensation sent by Universities that adhere to FIES.
Now, institutions participating in the Student Financing Fund Guarantee Fund (FG-Fies) will have a fixed contribution rate of 27.5%.
According to Camilo Santana, Palácio do Planalto still wants to make other changes to FIES to make it, according to his vision, more accessible.
“It's something that we are reevaluating for the new Fies, it is knowing who doesn't pay because they don't want to and who doesn't pay because they don't have money, they don't have the means to pay. So make this differentiation so that we can improve control of the program, which we consider important to give access to those who want to go to university, a higher education course”, he said.
