Wheat semolina is made up of carbohydrates (starch) and protein. In the cereal milling process for semolina extraction, some starch chains are broken. When the dough is placed in boiling water, these broken chains expand, absorbing tiny air bubbles along with the water. And these bubbles go to the surface of the boiling water in the form of foam.
