A bill is an idea, a proposal that could become law. A bill can initially be presented both in the Chamber and in the Senate – which together form the National Congress. If it starts in the Chamber, then it goes to the Senate and vice versa. In each of the Legislative Houses, it is discussed and voted on by parliamentarians, who can change the original text.
If it is definitively approved by the National Congress, it is sent to the President of the Republic, who will analyze the text. If he doesn't agree, he can VETO the entire project or parts of it. If he agrees to the bill, he sanctions the law. In this way, what was just an idea becomes a law that must be complied with by everyone.
