There is a bill, number 5.717/19, being processed in the Chamber of Deputies with the aim of benefiting the class of municipal and state teachers. The bill aims to hire 90% of teachers and suggests that the Federal District, States and Municipalities establish guidelines to ensure this job. However, the text is still pending in the Chamber of Deputies and needs approval.
The referred Project has in its text that the federal entities must obligatorily exchange temporary professionals for effective ones. However, this is not an immediate measure, as the deadline for this is until the end of the National Education Plan (PNE) in 2024.

This proposal was made by Deputy Sidney Leite, from the PSD of Amazonas. It amends Law 13.005/14, which regulates the PNE/FUNDEB. The parliamentarian says that this project aims to maximize state and municipal education.
The bill will be conclusively seen by the Education and Citizenship Constitution and Justice commissions.
Understand below the stages of processing a bill.
First, the Bill needs to be presented. Any person, as a parliamentarian or ordinary citizen, can present a bill. However, in addition to people, other government bodies, such as the Federal Supreme Court or other Superior Courts, can also present a project.
Second, they are initiated either in the House or the Senate. It depends on who proposes it. One house is proofreader of the other. If it is changed in the Senate, it goes back to the House, and vice versa. However, the house that initiated it will be responsible for delivering the conclusion.
Depending on the subject, the projects go to the committees.
Finally, the bills that are accepted by the two Houses go to the President of the Republic for approval or total or partial veto. This process lasts up to 15 days.
However, vetoes are evaluated by Congress and an absolute majority of Deputies and Senators is required to reject them.
