As you have already seen, the negative certificate proves that the client or company has no debts with the government. Normally the CND is requested when the individual or legal entity needs loans, makes large purchases from suppliers or several other processes.
The negative certificate comes from records made by the Attorney General of the National Treasury (PGFN) and by the Special Secretariat of the Federal Revenue of Brazil (RFB). It concerns federal taxes and the Federal Active Debt (DAU).
The process for issuing the document has recently changed. Joint Ordinance TFB/PGFN No. 103 was published in the Official Gazette, establishing that as of this month, January 2022, clearance certificates will only be issued via the internet!
To issue the negative certificate, simply access the website of the Federal Revenue Service or the Attorney General's Office of the National Treasury, identify yourself by through the document number, using the Individual Taxpayer Registry (CPF) or the National Legal Entity Registry (CNPJ) for companies.
If the situation of the natural or legal person is regular, the certificate will come out without complications. However, if there is a problem and you cannot issue your document through the websites, you will need to open a protocol over the internet through e-CAC, which is the Federal Revenue service portal to request the release of the certificate.
But along with the digital process, in addition to the application for issuing the certificate, you must send documents that prove the solution of the pendencies that are preventing the automatic issuance of your certificate!
